To keep things simple for visitors, the rental agencies have the same operational hours as the airport, which is normally from 07:00 to 23:00. If you have a flight before or after these times, an out-of-hours fee is normally included in the quoted price on KAYAK. However, there are many amazing places to spend your time while you wait for the companies to open.
The car hire companies also provide free value-added services like enhanced cleaning, free cancellations within 48h of your booked time. Remember, the time used is the local time-zone, so make a note of the time difference. The companies also provide some limited insurance coverage, like collision cover and theft protection. We recommend adding extra insurance just to be safe. The agencies at Changi Airport accept e-vouchers, which saves you printing your confirmation. When you book you also receive instant confirmation.
Vehicles are rented for a 24h period, so try to return your car at the end of a full 24h period. To maximise your value for money, pick up and return the car at the same time you collected it. Some companies restrict free miles you can drive, and then charge you per mile after. Luckily, all the companies operating from Singapore Changi offer unlimited mileage.
The agencies require the following: a credit card, your booking confirmation, and the driver's licences of all the drivers. You also need an International Driving Permit and valid identifications.
In the past 72 hours, the cheapest rental cars were found at Avis ($124/day) and Thrifty ($261/day).
Car rental companies that offer shuttle or pick-up services from Singapore Changi Airport to off-airport locations include Avis, Budget, Hawk, Hertz, National, Sixt, and Thrifty.
Cons:V v v expensive. Had to wait for the car. There were all sort of different hidden charges.
Pros:Airport pickup handy and for drop off
Cons:Cost of rental was very expensive. Car was relatively new but had not been well treated, every panel had minor damage.
Pros:No one at the counter. I had to go to another terminal to find someone that could rent me the car Practically impossible to find where to drop off rental car at the airport. Only 3 spaces labeled for drop off in a sea of parking spaces.
Cons:Having counter manned so you can rent a car. The drop off location in the garage is the best kept secret in Singapore. We asked 10-12 people if they knew where the return location was and the answer was always the same - I don’t know. Then again no one at the counter on the return.

Pros:Car was clean and in an excellent condition. Staff were very friendly and made the experience very pleasant.
Cons:Rental time was short, and price steeper compared to local rental companies.
Pros:Brenda noticed that I made a mistake booking the car only for a few hours and helped me change it. She also proactively asked if I plan to take the car to Malaysia, which I did and explained the extra cost.
Cons:I was informed that I will have a 1000 dollar hold on my account for 30-35 days. I find the length of the hold unacceptable! It would have been done even up to two weeks but after a month my credit company will charge me interest for the amount. The piling off charges: extra 30 $ leaving the country, extra 30$/day toll charges, extra for the amount I will have to pay as interest for the 1000$ deposit made the extra charges more expensive than the car rental itself. This makes planning for vacation costs difficult and the experience makes you feel word off. I wouldn't have minded the cost of I would have been aware of them.
