Due to the large number of vehicles that operate between the city centers, it would be advisable to rent a small compact vehicle, which is ideal for touring the local sights. However, bigger vehicles are recommended for big groups of people, such as families and organizations, as you will be able to find short-term flexible parking just near the Preston Smith International Airport area.
The statutory speed limit within the urban district is 30mph, however, the speed limit inside school zones is set at 20mph. Unlike other states, which have a speed limit of 65-75mph, Texas is known for having the highest speed limit in the country of 85mph on highways and intersections. Drivers should therefore be cautious when driving in the outskirts of the city, as well as be aware that the highways of Lubbock and areas where the speed limit changes are usually set up with street traps. Generally, drivers can be pulled over for driving at 5mph over the designated speed limit, therefore you’re advised to be diligent in following traffic rules.
There are a number of short-term and long-term parking options available for both small compatible vehicles as well as large vans and trucks. Neighbor has rates averaging about $60 per month. The Texas Tech University Parking lot is also accessible for parking, open to the public and convenient for anyone avoiding the hassle of the city. There are Transportation and Parking Services that have hourly and daily rates for both surface and garage parking, ranging from approximately $1.50 to $9.

Cons:
It was not listed that we had to have a roundtrip plane ticket to pick up the car at the airport. Thus, we never were able to pick up the car.4.0 Mediocre

Pros:
The easy drop off if I had to pick some thing but I barely cared for that.Cons:
I was told that I was going to get a certain type of car. When I showed up they offered me a smaller car. I needed a car with a trunk that’s why I picked the size car than I needed. She said that there was nothing that she could do but if I want to pay $20 extra a day I could upgrade to a Tahoe. I had something for a free upgrade and she refused to do it because she said that there was no stock but yet she was offering me an upgrade. I had to upgrade because the car they gave me could not fit anything since it was not the correct size and turns out the moment I got it, there was a death bottle under the seat and all kinds of other trash in the car. Even though the car was dirty which should be clean especially with Covid they couldn’t give me a different car so I had to deal with a nasty car that smelled like smoke. Overall I don’t think I would ever want to use Avis again. The lady was so rude from the moment I walked in. It definitely made you feel like they did not care for you as a consumer. This is the worst rental place ever, don’t waste your time in try another company that actually cares about your business.2.0 Poor

Cons:
There were no cars available even though I was able to book one online. There is a big disparity between booking and actual available inventory at times via Kayak that needs attention. Please fix this. I had a similar issue last summer in Missoula, MT.4.4 Mediocre

Return vehicle in parking lot with no directions to customer. Ride back to terminal to turn key in. Nobody at counter.4.0 Mediocre
May 2017
Cons:
There were no clear instructions as to where or how to drop off the vehicle. There was signage directing all car rentals to a lot with spaces numbered and organized by company. No other instructions or personnel were available to indicate where to go or what to do next. A simple sign saying to walk back up the hill to the airport terminal would have sufficed. There were five other people wandering around asking each other if anyone knew where to go. I had to call the Alamo phone line three times before someone could help me with instructions. Overall, the Lubbock location needs vast improvements to customer care.10.0 Wonderful

Pros:
The return location is a little confusing - you have to drop the car at the rental return lot then go up to the airport to turn in the keys - but I figured it out easily. A man met me in the lot to drive me up to the airport, which was very nice. & When I got inside I just dropped the keys to the employee at the counter & went on my way. Super easy, & they were very friendly! Would definitely recommend & use again!!!10.0 Wonderful

Pros:
I placed my reservation online to pick it up at a specific location in Lubbock. I called ahead to verify that my reservation was made and was told that the facility closed at 2pm. I made sure to be on site by 12:30pm only to find out that this address was closed down. I saw a note to visit another facility within the same city. I drove to that site and was there just after 1pm. They didn't have any trucks on hand like I had reserved. They did find one at a 3rd location. They did offer to get the vehicle for me but the 3rd address was only 2 miles from my home. By the time I got to the 3rd site, they already rented 1 of the 3 trucks remaining. I was able to obtain a truck and drive to my destination but I feel there was much confusion and all of the employees were aware of the incorrect address.Cons:
The site needs to be updated so that your potential renters won't waste their time going to wrong address. And if I place a reservation for a specific type of vehicle, then there should be one available when I get there and not just by chance.8.0 Very Good

Cons:
Overcharged. Asked why. Told there was $100 deposit. There were no issues or other charges, but amount on my credit card was more than quoted. Asked about it at drop off. Was told they'd have somebody from customer service call. Nobody ever called. Sent messages but they have not been returned. Resorted to disputing partial charge with my credit card. Never had this happen before and it is quite disappointing. One location in Lubbock

Budget did a good job of getting me a car quickly and efficientlyCons:
I intensely disliked the Mitsubishi Mirage I was given. It is not a car, it is an under-powered roller skate with pretensions of grandeur. The gas deals were hard to understand and too expensive. Explaining them caused both the counter person and myself frustration. One location in Lubbock
